Union Digital Center Union Digital Center is a state-of-the-art Information and Knowledge Center (Telecenter) established in the Union Parishad whose objective is to ensure information services at the doorsteps of grassroots people. From this center, the people of rural towns can easily get life and livelihood related information and necessary services in a familiar environment near their homes. On November 11, 2010, the Honorable Prime Minister inaugurated all Union Digital Centers simultaneously from her office and the Administrator of the United Nations Development Program (UNDP) and former Prime Minister of New Zealand Miss Helen Clark from Char Kukrimukri Union of Bhola district through video conference. About 40 lakh people are getting information and services from these centers every month. By getting government and private services easily, quickly and at low cost through Union Digital Center, the quality of life of the local people has started to change greatly. UISC's journey began with the slogan of 'Service at Doorsteps'.The establishment of Union Digital Center has made it possible to create a free flow of information in every aspect of the society and state system, where people do not have to go from door to door for services, rather the services are reaching people's doorsteps. Free flow of information is one of the prerequisites for empowering people. As a result of setting up information and service centers in 4,501 Union Parishads of the country, rural people have been able to participate in the free flow of information and get information and services at the fastest time. Facilities: A UISC has a number of computers and associated facilities, which have been and are being installed in phases to ensure better information services to the public in the area. The required inputs of UISC come from entrepreneur's investment and Union Parishad funds (revenue sector and LGSP scheme). A UISC can be started initially with a computer with minimum stabilizer, a black and white printer, a color printer, a modem for online connection, a scanner, a digital camera. However, the following materials are required for the full operation of UISC - Multiple computers (desktop and laptop) 1 multimedia projector with large screen 1 laser printer 1 color printer 1 modem 1 scanner machine 1 laminating machine 1 photocopy machine 1 digital camera 1 webcam 1 generatorA UISC may have higher or lower overheads based on local needs.The Union Information and Service Center has been established based on PPPP (Public-Private-People's Partnership) model. Each UISC has two local youth entrepreneurs, one male and one female. These entrepreneurs manage UISC. In some centers one woman and one man entrepreneur are working as 'substitute entrepreneurs' in addition to one woman and one man. The entrepreneur is not a paid employee of UISC, the income of each UISC is the income of the entrepreneur. In UISC, the entrepreneur is also an investor. Partnership: UISCs are run under the leadership of local government departments. Union Digital Center supervision and other activities are conducted under the guidance of the Cabinet Division and the management of the local administration. Funding for ICT equipment needed by UISC and training for skills development of entrepreneurs comes from LGD and Bangladesh Computer Council (BCC). Also, BCC has provided solar panels to 1013 unions without electricity and brought electricity to all Union Parishads in the country. Apart from this, many banks-insurance, mobile companies, NGOs, educational-research institutes, hardware-software associations etc. are getting involved with UIAC with their services, new skills and technical support. UAMS or UISC Activity Management System: Development of an online software called UISC Activity Management or 'UAMS' (http://www.e-service.gov.bd/uams/) to assist UISC entrepreneurs in revenue accounting and follow-up with local administration. done UISC entrepreneurs upload their daily income information here. Blog (uiscbd.ning.com): The UISC Blog (uiscbd.ning.com) has been developed for entrepreneurs to interact, network and connect entrepreneurs with local government officials quickly. The blog is a powerful online platform for 9,02 entrepreneurs from 4,511 UISCs spread across the country, where entrepreneurs can share experiences, identify problems and find solutions, take joint initiatives, work shoulder to shoulder with local administration. , even if necessaryGetting an opportunity to discuss with policy makers.
